Free Music ConcertsWith funding support from the Los Angeles County Board of Supervisors, the Arts Commission administers the sponsorship of free concerts at community venues throughout Los Angeles County to provide access to quality music programming representing the diversity of County residents. Each of the Supervisor Board Offices provides funds to cover musician’s fees for approved concerts in their district at rates comparable to the American Federation of Musician’s pay scale for free concerts. The Arts Commission coordinates payments to musicians while Free Concert Presenters are responsible for communicating all information to the Arts Commission and musicians, coordinating all necessary production logistics, marketing the event, and effectively drawing the audience size as proposed in the application. In addition to the concerts supported through the Free Concerts program, the County of Los Angeles is also supporting 23 concerts through the Los Angeles County PARKS AFTER DARK (PAD) Program, a component of the County’s Gang Initiative intended to reduce gangs and gang violence. Concerts will take place at Ted Watkins and Franklin Roosevelt Parks in Florence Firestone and Pamela Park in Duarte. The goal of PAD is to strengthen individuals in communities and influence them to see their communities and neighbors in a better light. PAD will provide youth with productive activities to decrease the likelihood of participation in at-risk behavior. The PAD program implemented at the three County parks Thursdays to Saturdays between July 8 and September 5, 2010 also includes extended park hours, additional programming and activities for all community residents, cultural and educational activities and employment opportunities for local youth. Free Concert Presenters The Arts Commission accepts applications from community organizations interested in producing and marketing a free concert. Eligible organizations include Los Angeles County-based parks, libraries, hospitals, juvenile halls, probation camps, arts organizations, civic centers, senior citizen centers, and other non-profit performance venues. Applicants must be willing to coordinate all logistics, production and marketing of the event, and show that they can effectively bring in an appropriate audience size for their proposed concert to be considered. Musicians Roster The Arts Commission administers the Musicians Roster, the only Internet database of vetted musicians in Los Angeles County.
